CALL FOR A COUNTER-SUMMIT IN BIARRITZ
13 AND 14 OCTOBER 2000
The following organisations have set up a committe to agree on a plateform and organize a counter-summit to face the meeting of the Heads of the European States in Biarritz on the 13 and 14 of october :

The summit of the Heads of States and Governments in Nice includes on its agenda the issues of the institutions and the social questions in Europe. The Summit of Biarritz on 13 and 14 october will be the preparatory meeting to this agenda. |
| For the previous meetings of Amsterdam, Köln, and Lisbon, mobilisations have been organised because today Europe is being built by developping dire liberalism in scorn of the fundamental needs of the population. Our mobilisation for the counter-summit of Biarritz stands in the continuity of these mobilisations to claim that |
|
the world is no merchandise, neither is Europe! |
|
We demand the construction of a genuinely social Europe |
|
The Europe that is being built today is the Europe of social deregulation, attack on all social gains, privatisation of public services and subordination of the social criteria to those of the market. |
|
The social Europe we want is a Europe: |
|
- free from unemployement, redundancies, casualisation and flexibility; - granting to all inhabitants real social protection - with public services covring social requirements of the population (health, education, housing, water, energy, transport...) - securing decent wages |
| We demand a Europe that takes regards of the environment |
|
The tragedy of the Erika tanker, the European decision to lift the banning on GMO cultures, the presence of GMO corn among the imports from the USA and sown throughout the south west of France, demonstrate if necessary the damages caused to the environment in Europe. |
| We want Europe |
|
- to be respectful of the right to be cautious with the GMOs, the food imports, the merchandisation of the live; - to get rid of productivism wrecking the environment (transport, agriculture, energy, etc...). It is necessary to open a public debate on environmental standards and in particular on the prospects and diversification of energy policies; - to be bestowed of a system of development which breaks with the scheme of unequal development (desertification of rural areas, urban overpopulation). |

We demand a Europe that respects the fundamental rights of the human person and collective free rights. |
|
In this time of world wide liberalism, everything circulates freely... except human beings. Europe has no respect for the asylum seekers. In many companies the union rights are treaded upon. In France parliamentary enquieries have revealed shameful inprisonment conditions. The mobilisations in the Basque country for the defense of the basque prisonners have revealed the policy of scattering and keeping the prisonners far away from their families. |
| We want: |

- the improvement of imprisonment conditions and the moving of the prisonners closer to their families - regularization of the "sans-papiers" - right to vote for the immigrants - enforcement of the laws against racism and sexism |

We demand a democratic Europe, a Europe of the peoples. |
|
The peoples of Europe have the right to develop the culture of minorities, to make their language official. The reform of the European institutions is being discussed within the European Union which so far has disregarded the rights of the minority peoples and without consulting them. For us, Europe must be at the service of its inhabitants. The peoples should have the right to self-determination and decide democratically of their relations on the European scale. |

We demand a Europe that acts in solidarity with the peoples of the empoverished countries. |

On the planet today, the 200 wealthiest individuals own as much as two and a half billion human beings; misery spreads not only to the South and the East but also to the rich countries. Each country should have the right to chose its own system of development and get support to this right. To reduce inequalities we want: - the debt of the developping countries to be lifted; - the creation of the Tobin tax and erradication of fiscal havens; - transparency and citizens' control of the world organisations (WTO, IMF etc...); - the opening of the European Union to the countries candidate to join it without imposing a double gear regime of development; - free access to health and education. |
